STANDARD OPERATING GUIDELINE

 

HIGH-RISE STRUCTURE INCIDENTS

 

 

Purpose:           To establish a structured guideline for combating fires in hi-rise    buildings

                        To insure the safety of all the building occupants.

 

Scope:              High-rise fire guidelines shall be followed for any structure that is 3 stories or greater in height.   

 

Procedure:        Upon notification of a response to a High-Rise structure the following should be followed:

 

First Arriving Truck - Fire Location, Size-up, Search & Rescue

The Truck crew shall enter the lobby of the building and obtain and re-lay any information.  The crew shall then proceed to the fire floor, locate the fire, provide a size-up and initiate a search & rescue operation.  Additionally a report should be given from each stairwell landing about the condition of that floor. 

The Truck shall be positioned in such a manner that the aerial will be available for use in elevated rescue and/or outside ventilation evolutions.

 

Recommended equipment: Forcible Entry Tools, Thermal Imaging Camera, 6’ Hook, Water Can.

 

Second Arriving Truck – Secure Elevators, Assist 1st Truck

The Truck crew shall capture and evaluate all elevators, then assist with search and rescue and/or ventilation as directed by the incident commander

The Truck shall be positioned in such a manner that the aerial will be available for use in elevated rescue and/or outside ventilation evolutions.

 

Third Arriving Truck – Assist with Truck Evolution

The Truck crew will assist with evacuation, search and rescue and/or ventilation as directed by the incident commander

The Truck shall be positioned in such a manner that the aerial will be available for use in elevated rescue and/or outside ventilation evolutions

 

First Arriving Engine – Fire Attack

The engine will lay a line from the hydrant and then supply the standpipe/sprinkler system.  The crew will then proceed to the fire floor and begin the fire attack with a hi-rise pack. The officer will also bring forcible entry tools.

 

Recommended Equipment:  Hi-Rise Pack, Forcible Entry Tools, Axe.

 

                        Second Arriving Engine – Fire Attack

                        The engine shall pump the 1st engine’s hydrant and the engine crew will proceed to the fire floor and provide a back-up hi-rise pack hand line.

 

                        Third Arriving Engine – Additional Water Supply

                        The engine shall locate and establish a second water supply and the crew shall report to the manpower staging area for assignment.

 

                        Fourth Arriving Engine – RIT/Staging

                        The crew will establish a staging area located 1 floor below the fire floor for use by the working companies and will also establish the Rapid Intervention Team.  The RIT will be located at this area.

 

                        ALL MEMBERS WILL ALSO BRING 1 SPARE SCBA BOTTLE WHEN THEY ENTER THE BUILDING. THIS IS TO BE LEFT AT THE STAGING AREA

 

ELEVATORS SHALL NOT BE USED UNTIL DEEMED SAFE

 

Incident Commander

The IC will establish a command post and if smoke is showing should consider calling mutual aid.

           

                        The incident commander shall assign the following:

·        Operations Officer-to operate from inside the structure to allow for face-to-face communications with the line officers.

·        Staging Officer - to manage the staging area and equipment needs of the interior crews.

·        Exterior Officer – To manage the exterior needs of the incident including the manpower staging area, EMS staging area and mutual aid.

 

Fire Police

The Fire Police will provide for a running list of personnel entering/exiting the building.  They will also keep the area below the fire clear for 200 feet in all directions.
