ROCKY HILL FIRE DEPARTMENT
STANDARD OPERATING GUIDELINES
Purpose: To establish an accurate method to account for all personnel assigned to an
incident.
Scope: This Policy applies to all department members.
Procedure:
Personnel responding on the apparatus shall forward their accountability
tag to the Officer, who will upon arrival at a scene, clip the tag-ring onto the
right side mirror bracket of the vehicle.
The Officer of Firefighter in the Officer’s seat or appointed as the leader of
a crew is in Command of this crew and is responsible for knowing the location
and actions of their firefighters at all times.
Personnel arriving in their personal vehicles are to report to the apparatus
from their Company. If the crew of that apparatus is still with it, personnel
may join that crew.
If the crew is gone from the apparatus, personnel may not join that team. The
member shall report to the Manpower Staging Area typically located behind the
Command Post.
Personnel in the Manpower Staging Area shall remain there until assigned by
Command . Once assigned to a task, accountability tags will be clipped to the
Officer in charge’s tag and handed to Command or his designee.
Officers or Chiefs arriving on scene shall hand their tags to Command or his
designee. Chief Officers arriving and entering the building prior to the arrival
of other Command personnel shall attach their tag to the antenna of their personal
vehicle to display that they are inside the building.
Command shall maintain a log of assignments to all crews and their locations.
In long term operations, Command will have the tags on the apparatus collected
by his designee and may do a P.A.R. check (Personnel Accountability Report)
at any time.
At the end of operations, all personnel are to reclaim their tag from Command
or their apparatus.
It is the responsibility of every member of this department to ensure his/her
tag is placed in an apparatus or with Command and to reclaim it at the
termination of operations.
